Is this normal?

Is this at all normal or maybe just simply put, is this safe? It seems rushed but maybe it’s to code and I just don’t know?

It doesn’t look well done and we’re not entirely sure what it does. Best guess is they added a 240V for a dryer on the other side of the wall.
